There can be many reasons for this but a large number of players prefer to play Modern Warfare in a custom-made multiplayer environment on dedicated servers.
AlterIWNet used to provide alternate servers and client which allowed users to play Call of Duty Modern Warefare 2 ia s custom environment on dedicated servers. AlterIWNet was closed down due to cease and desist orders. I'm not sure though, never looked into it.
